I could click host and then my hosting client had it working and the client I used to connect.
Try to confirm that the mods are loading correctly.
Use the mod manager Server mod to configure your server mods.

But you may always randomly receive more.
I have added a TOTAL REQUIRED perk sandbox option now.
The current settings are effectively MIN settings, however there is no MAX, so if your MIN is at 1, you can still get more than 1 negative perk.
The way it works, I would have to restart the character creation if the perk count goes over MAX.
It works like this:
- Choose proffession
- Add random negative perks until positive trait score (and required negative trait count)
- Add random positive traits until trait score 0
Now it will repeat the last 2 steps until the required total perk count is reached.
Also doing this I found out that it's possible to make it so that clients cannot cheat at all by closing the game for example.
Zomboid isn't a competitive game, but technically it would be possible to add that in the future.
