UPDATED FOR 1.13.*

Vanilla ship refit times are ridiculous and Zee's Better Ship Refit mod addresses this perfectly:

However, the Extended Tech Tree: 1960 mod adds a great tech tree out to the 1960's which unfortunately modifies the same "00_ship_modules.txt" file.

This mod patches the two for compatibility.

the mod is not working for me correctly it even takes more to refit a destroyer than building a new one for me

Technically, I think this incorporates the entirety of Zee's Balanced Ship Refits (with the appropriate modifications to make it compatible with Extended Tech Tree 1960). So, short version, you probably don't need to activate Zee's.
