im pretty sure the hoard of npcs spawning in a shop trying to buy but having no money is crashing my game

In my game all the traders group in a single shop like trying to buy something but seen like they are not able to do it

I am not sure how it is set up for the shopkeepers worldwide but they are not there in clownsteady

In my mod list I have a Mod that is listed as citizens (v. 1) I think it is this one if so. Then you should know I just confirmed by importing that Shopkeepers are not loading. I mean at all. I have them in bars but everywhere else nope.
