Version 1.14.2 "Arcadia"

This update commemorates the 12th anniversary of the release of the first version of VIET for CK2 on 12/11/12. VIET started off more as VIET+RICE, and VIETerans may recall a lot has changed since 2012, but I sincerely hope VIET and RICE have developed for the better. I am as always grateful to all of you for your support over these past 12 years in my CK modding career.
