Description


BASICS
This mod replaces the free envoy when meeting a CS for the first time with a one-time gift based on the type of CS you meet. This plays more similiar to Civ V. To replace the free envoys, this mod awards 1 envoy upon founding your capital city. City states will continue to give a gift to each major civ it meets, until one of the major civs decides to send it an envoy. With this mechanic, you can decide to either use your first envoy to get the bonus you want, or choose to block a neighbor from receiving their gift.

GOALS
  • Add balance to the early game in regards to city-state rewards.
  • Move some of the decision making back into the players hand, instead of random chance.
  • Add immersion by having the City States give themetically appropriate gifts.
  • Accomplish these goals in a manner cosistent with vanilla gameplay.

MODIFICATIONS
  • No longer receive a free envoy for being the first civ to meet a CS
  • Receive 1 envoy after placing capital city
  • When meeting a CS which has received 0 envoys, earn a gift based on the type of CS
  • Gifts are determined by CS type, and scaled based on game speed and era that the CS has progressed to
  • When receiving a gift from a CS, the camera will pan to that CS and floating text will display the gift you are receiving

GIFTS
**All gifts are scaled based on game pace and progression of the CS you are meeting**
  • Scientific type CS gives a one time boost to science.
  • Cultural type CS gives a one time boost to culture.
  • Trade type CS gives gold.
  • Industrial type CS gives a one time boost to production in the capital.
  • Religious type CS gives a one time boost to faith.
  • Military type CS gives a military unit on your capital.

Notes:
-You cannot receive a gift from the CS if you have not founded a capital city
-Multiple civs can receive a gift from the same CS
-Once a civilization has sent an envoy to a CS, that CS no longer gives out gifts to players who meet them

IMPACT
  • A player will no longer receive the very large bonuses from the free envoy on first meet
  • The gifts can still be impactful, amounting to approximately 8 turns of the 1 envoy bonus (for scientific, cultural, and religious)
  • Spend the envoy you receive for founding your capital on a city state type of your choosing
  • To produce a negative effect on your neighboring major civs, send an envoy to a CS that you meet before them in order to block those major civs from receiving the gift

COMPATIBILITY
Now works with modded and DLC City States, so long as these mods use only vanilla CS types. (Scientific, Cultural, etc)

Just had a bit of an odd interaction: Valetta gave me a quest to train a Spearman, which they provided as a gift, so they basically gave me an Envoy as thanks for accepting their gift.

Unfortunately with CIVITAS City States it's not just a lack of compatbility. I was hoping it would just create a mix of the old city states with gifts and new city states with envoys, but it's actually broken. CIVITAS does change some of the older cities anbd those end up with no type and give no bonus. You might be able to remove those cities in advanced settings though.

Hey, not sure if your still around or not, but it seems that it doesn't quite work with the Barbarian Clan updates, whenever a clan transforms into a Citystate, it triggers the 'first meet = envoy' like normal.

Works fine for me in singleplayer and hotseat. Thank you for this mod, for me it solves the issue when you and your allies wouldn´t recieve the free envoy for first meeting the citystate with shared visibility on, without having to turn the visibility off

Doesn't seem to work anymore. I always get one envoy if I'm the first to meet a city state.

I too, would love to see compatibility with the civitas city-states mod. As for ideas, I think that seems easy enough.

Agricultural city-states give boosts to food. Could give one-time gift of population to the capital.

Entertainment give boosts to amenities. So a one-time amenity increase to the capital seems fitting.

Consular give boosts to Loyalty. Could gift points to a great general. This pairs well with the maritime city-state which:

Maritime boosts food/production - but should be gifted points towards a great admiral. Both of these would fit greatly thematically, it's just a matter of how many points to gift for balance. Should be a moderate amount, since it's a one-time meeting I would think.

Hi Borealis,

With the additional CS types, this mod is not currently compatible with that one. When I finish updating my other mods, I will address that and look to add compatibility. Would you like to suggest reward types for those new CS types?
