Yes it's true, in 1.7 this was possible, but i decided to remove this feature because now with the new system of political movement i think would be too much unbalanced and will make the pol movement useless
I think you are referring to "resign from office" button which is in vanilla, and not "Resign party leadeship".
If you have a IG leader which is also head of the state, you will not be able to use that button from this mod, because i removed to avoid any unbalanced scenario.
You can use that button to any IG leader, apart if that leader is also head of the state.
