不行，11月3日更新后依然存在新国民理念失效，以及捕捉系统失效的问题，依然需要更新，中午看到优化和兼容更新了打上试了一下，依然需要更新，暂不确定是这两个哪个出了问题

贸易优化没改贸易政策, 只是不支持mod新增的东西, 如果需要做兼容来群里定时提醒我, 暂时没空做

这个确实是3.11新增的东西, 有戴森球就不能殖民, 3.11以前应该没有这个条件
