I think it safe to say that she did intentionally create an imbalanced game to begin with. Her stated intention was for it to be a teaching tool that would create suspicions about "unfair" societal systems for players after they had grown up.

There is another small advantage about how the "Jail" system works. But ultimately, I found the game completely imbalanced in favor of the Monopolists.
Given the political bent of the creator of the game, I actually think it was on purpose. To prove that real-world monopolies have an unfair advantage. But, it is kind of silly to have to do that, since everyone knows that monopolies have an unfair advantage. That is why anti-trust laws exist.
