Known Bugs:
-There isn't an entity for the Bulwark Habitats
-The Bulwark countries don't have a government.
-You can 'reinforce' the mercenary fleets, despite their global design saying they should only be made by an Outer Bulwark and their fleet settings saying the fleets can't have their composition changed, allowing players to build Outer Bulwark ships.
