Several tweaks made. Scissors are still locked down and will likely remain that way.

Scissors locked down. Exploit fixed. It might be temporary untilI can find a way to block the scissors from being used the way brickey.8 did.

I was able to shave a few parts off this level, but not in a particularly bad way. The heart of the puzzle still had to be solved correctly and it was a pretty good puzzle.
