The brute force solution you can try is to put every mod you're subscribed to into a collection, unsubscribe from all of them, delete all the mod files in workshop > 281990 and documents/paradox interactive/stellaris/mod, launch the game and make sure you don't have ANY mods in the launcher, verify again just to be sure, and then subscribe to the collection so they all download fresh.

It's a bit of an overkill solution but it's all I can think of. YOu can also take it to the stellaris subreddit and ask for help. Sorry I can't do more :/

I'm not great tech support, but my best guess is that it didn't download properly. Unsubscribe from it first, then look for the mod file in steam > steamapps > workshop > content > 281990 (search for 'zip', then scroll till you find it, might be called gitsost). If it's there, delete it and subscribe again. If it's not there, subscribe again anyway. See if that works.

I subscribed to this mod, but it's not showing up, any ideas where it might be or what the problem is?

It doesn't matter, it's not broken. It still works exactly the same, except the launcher just has a go at you for it. Music mods don't need to be up to date. The interstellar mod hasn't been updated since 1.3 and it works just fine.

If it actually breaks, let me know, but I'm not going to be updating them all every day to keep up with hotfix version numbers unless something significant demands it.

Yes. If the mods don't replace music (which most don't, including mine), you can have as many as you like.
