@Roorsworch You dont have to download any addon for getting these citizen. You can find them under the NPC menu. When you click Q.

If you are interested FACT: "Qipao" the name is the simplified chinese version, recognised in the Mainland because it derived from "Cheongsam" the defacto traditional chinese name used widely in Hongkong and Internationally. So Cheongsam = Qipao different spelling that's all but doesn't the same.
