In any case, I recommend using this mod instead: RPK-74M
It's a map for testing scopes/animations. It has short loading time, so I used it for the ads screenshot because I forgot to take one.
It's not a new model, just a modification of the original weapon, but you might want to check it out:

The gloves are from a mod I linked two comments back, and the sleeves are the default ones. I merely changed their hue adn brightness.

Well, for starters you should know something about animating for Source in general, and you should know how to work with animations in whatever 3D editor you use. There is a rig for Insurgency made for 3ds Max, but it is also possible to do animate without using proper rig, it's just a bit more time consuming. As far as I'm concerned, learning the basics is not very hard, but making quality animations takes years of experience.
Also, consider that making belt-fed LMG replace RPK is not the best idea, there are way too many issues with reloading.
Nope, that would require reanimation, and reload times wouldn't really fit. Also, animating moving ammo belt is way beyond my abilities.
