i was playing survival in default settings so i probably had "can use all terminals". Gonna disable it when i play the game next time then

Is it normal that i can just come into an oil refinery, use the "inset refill station" control panel and change base ownership to mine?

Yes, after extending this one a bit more I'll be re-using the mechanics I've built for this for an Imperial Faction mod, for one.
