And about cube maps: in fact cubemaps are built properly (look for example on hl2 revolver - it reflects them nicely) and it makes me believe that the issue might not be with the cube maps themselves, but with world geometry. I hate working with hammer, but I remember that in my version of the map reflections were working just fine, so I relly can't help you with that except confiring that cube maps are working but world geometry can't/don't use them for some reason
