I did make a config but forgot that I made it prior to adding this mod.

I just started a game on Standard Ruleset, and I don't see Preserve listed in the Culture tree. It's from Mysticism, right?
What I was saying before was about Advanced Settings. If you use the Load Configuration button and loaded a config from before you had this mod enabled, that would be why it wasn't enabled in your game. The configs save which mods are enabled.
I was starting a new game. However I was playing on Standard settings, does this only work for Gathering Storm and Rise and Fall?
It doesn't work if you add it in mid-game. You need a fresh game.
Also you need a fresh game creation configuration.
Configurations include which mods are active in their save.
I have it installed and enabled but the Preserve remains in the game.

I agree and disagree. I like a lot of your mods and I have a suggestion for you that I know you would pull off well, if it appeals to you:
I think the Preserve should be an "alternative" to Holy Sites, determined with a few Pantheon options focused on shamanism, animism, etc.
In this case, the Grove would replace the Shrine, the Sanctuary would replace the Temple and unlock with Theology, and regular Belief buildings could be built in the Preserve.
The Preserve would have less adjacency yield and less Faith yield than a "pure" Preserve or a Holy Site, but would instead offer a little of both. In other words, there would be an early resource yield trade-off for delayed Religion development, and in the mid-game, there would be more tension between developing the land or maintaining the Preserve bonuses.
Thoughts?
I think maybe the sanctuary and grove could be two separate tile improvements that can only be placed adjacent to a national park.
With that said, I do enjoy the Preserve as a mechanic even if it doesn't make sense. The combination of extra yields, housing and the culture bomb on unimproved tiles with no real restriction gives us some extra options. It works really well with certain civilizations and situations.
@CoachGunns - I have seen AI do this several times. I saw Germany full of torii gates in the Middle Ages in a part of TSL Europe and I really hated this district.
