Not sure what the cause of that is, unless that's lost on any attempt to adjust levelling pattern.
Like you said, it actually works 1/4/7/10 and not 1/2/5/8
so the breakpoints 1/4/7/10 (mod) and vanilla 1/2/6/10 actually match up in CP granted, that's why I thought it wasn't working.
When setting lvl to 30, without the mod I had 9 CP total, with the mod I had 10. So it works perfectly fine, thank you for explaining it to me!
Hm. Can you grab cheat commander and just level yourself up via experience one level at a time to see when you get points?
Judging by my description I'm guessing it should be like Civil points starting every 3 levels from level 1 so 4/7/10/13 and so on. If there's a vanilla bonus point at two it might have bugged to 5/8/11/14/ and so on.
Not sure as its been a while since I've interacted with this.
You're presumably on Definitive Edition, have enabled the mod in the game and haven't installed anything else that messes with civil points per level to your knowledge? If you're not sure feel free to send me your modlist and I'll check see if there's a conflict.
I started a new game with the mod installed, with it at the bottom of my load order.
If you think of anything else just leave it in comments somewhere, I do try to answer requests if I can and have time to do so.
We *should* be fine, barring me missing a detail somewhere.
