What
All items will give you their intended buff, only if you use Attack to select them. No matter what item you highlight, though,
pressing Special will give you the Ribbon Defense buff,
pressing Jump will give you the Tea speed boost, and
pressing Shield will give you the Ghost Sandwich Invincibility.
This means pressing Attack on the first Hero item is the only way to get the Attack buff to activate, but the buff you choose with buttons still uses up the intended corresponding item. Down+Special is the only way I know to close the menu besides getting hit.

It's not the worst, but I personally think requiring selection of the item, and then making it use the proper buff no matter what would be ideal. I'd also like to see Attack and Special select your item, with Jump and Shield closing the menu, as most Chargeable and Menu moves work, but oh well.
Also am I going crazy or did the costumes get changed fairly recently? 'Could have sworn there was a brown here I was using qwq
Even turning the game off doesn't fix it.
