Is it only me or am i being stupid but whenever i try to click on add holdings it says "0 holdings to add"

Have you thought about making a decision where you pay a certain amount of currency to build a singular hold in one of your territories?

It should work for everything, since it just goes to every province there is and adds holding slots.
