So far, the only way I've seen is through TMPE, turning on Advanced AI option, and making sure that the rule is set to STRICT. They will recognize the center lane ONLY being for a turn lane.
At least, that's what I've experienced. I could be wrong though, which hasn't been the first time, and most certainly wouldn't be the last. LOL
Basically, I'm looking for a 4 Lane Medium Road with Yellow Painted Median. I guess that was the easier way of say it.

Not every junction has crosswalks. Therefore for small roads it is only created when Traffic Lights appear. If you want crosswalks Switch on TL or Draw them with IMT
Would like to point something out to you that hopefully you would consider tweaking. I notice on your smaller two lane roads, when an intersection is created, there is no stop sign that appears. Usually on side streets/ suburban roads there are stop signs at intersections. Is it possible to add stop signs to your roads at intersections? And then have them work with TM:PE when specifically setting lanes to be "stop'?
Also, I notice no crosswalks get created, but that may be design.

Additionally, at some road nodes in the middle of road spans between intersections I had to use the lane connector tool to force cars to continue going straight in their lane so they wouldn't enter the center lane at one node then exit at the next. This happened at random spots.
@hockenheim95 - if there is any way you can tweak and optimize the behavior of your roads or cars on them so they don't randomly use the center turn lane? Also, do you have any simple 6 lane roads like these planned?
@gio.sebis thanks. Tomorrow comes an update to the existing roads fixing some minor things. New roads will be coming tomorrow or friday. It will be a pack of one way roads
