I have noticed that even when I have researched this tech, created oil wells, and show that they are operating. I do not gather any stockpiles. this is very inconvenient.

Awesome. I try to balance the mods I use between those that the give an even playing field with the AI or gives them a little boost to work around AI limitations. :)
