Also was this a reloaded save perhaps whereby the CoA was applied in a previous session? That might also explain it.
Did you give away or lose the artifact? Is the CoA Reset decision appearing at all, not able to be taken or having no effect? Are you a prisoner?
Next patch will make it so these decisions don't appear for Muslims, Jain and Hindu as they wouldn't work anyway so better to screen the feature away in those cases than have it not work.

This mod adds additional functionality for items spawned in the base mod. Ergo, if your save game was started with Bibliophile base mod then it is all for the good.
If the save wasn't started with Bibliophile base mod active, then there won't be any artifacts in the world for this mod to interact with. You won't get anything out of it until you start a new save.
If you aren't using the Bibliophile base mod at all - well then, this mod is about as useful as a honey dipper in a world without bees.
Still requires the base Bibliophile mod, mind.
