I will add :

I never used Plugin Loader but some users told me they have to remove it from time to time and add back after creating a new world without Plugin loader, and add back after to fix when Bugged,

= They have to do a "Reset" like from time to time.

But don't forget to delete the existing save in your load game menu and REdowload this race track.

Not sure if that can be the problem but easy to test by removing Plugin Launcher for a quick test.

How to remove Launch Options
Open your Steam Library

1 - Right click Space Engineers and select Properties.

2 - On the General tab you'll find Launch Options section.

3 - Remove the launch options, delete all in that text box.

4 - Close the game's Properties window and launch the game.

Have you deleted the first download in your Load game menu before REdownloading the new fixed version ?

I found the cause and was abl;e to fix/update the item, it was the new World advanced settings I had to remove like the new encounters, also enabled share inertia tensor and unlocked impules axis ...
