Hmm I opened up Rexmeck's Item Editor, seems like there's no parameters I can edit. Maybe try using a trap and replacing the projectiles of the trap with snowflakes or snowballs?

Hmm let me try and edit it (using item editors), I'm sure it can simply be solved by replacing the projectiles generated.

or you could just drill out a background tile on the surface layer of the planet and the water will auto drain

also on a note about the Flood Warning.
you can always try Drains (crafted at the wire bench in the base game.)
