its a mod downloaded through the workshop. They will show up in the addon menu, provided you actually restart the game.

That only works for addons that are NOT subscribtions.
Mods that are manually insalled to the addon folder will have higher priority if they've been installed more recently.
But workshop addons are always checked for updates on game launch and that action alone is enough to shuffle the load order.

So we can't choose the order using subscription? I use the addons folder and addonlist.txt, but I didn't know that. I've been explaining it wrong then...

what order you subscribe in does not matter.
Every time you reboot the game it reshuffles the load order.
