You sadly will have to reload a save from before that
2.) All other factions are slated to get them at some point.
3.) Factions with heroes available through government mechanics such as Legitimacy have access to heroes. Heroes on start like you might expect in a progressive GC are, to my knowledge, unplanned.
4.) The only way to get storm troopers as Eriadu is to integrate the Empire through government mechanics.
For the sake of a comparison, I'll use the CR90; you should have access to it for the entire game -assuming a Era 1 start - though in Era 4 you can research Phase II New Class Modernisation Project and replace it with the Agave. In Era 4+ starts the research is done automatically, but you may still have the CR90 in starting forces and reward pools.
Some planets offer additional units to the faction that controls them, the majority fof these are flavoured to the planet in question; Kashyykk gives you Fluttercraft, Hypori gives you MkII Droideka's etc etc. I believe there are a few factions with heroes or mechanics exclusive to certain planets, but they're too varied to list here.
At current, From the Ground Up is static, so your roster is set by which era you set.
There will be plans to have AI Greenpire advance regimes automatically, yes.
For now the only thing you can do is reloading an older save and hope it doesn't happen again.
Beta is currently ongoing so assuming that goes well we can expect it... probably in 2 months? They always give us the release date a month ahead of time and we have not recieved one just yet.
If you wanna practice your strategy skills, a smaller GC like Corporate Acquisitions or Lambda Sector might be a good choice.
See if you can load an earlier save and snipe Metalorn or disrupt the factions that might be fighting over it. Beyond that I'm not really sure what you could do about it.
You'll then need some way of disrupting the battle. The most reliable is taking the planet itself but that's not always doable depending on where it is. Otherwise you might be able to swing it by attacking either involved faction to try and force them to do something else.
I've also heard you can use a specific dev build of the game to try and fix it but I have no idea how that works.
