If it works by changing the character sprites themselves it will not be compatible. If it works by adding a clothing item that is the tail it will be compatible.
If two mods effect the same sprite then they are not compatible, and you'd need to manually make a patch (assuming you have permission from both mod authors, which you do have mine)

No, both mods affect the same sprites, so either one will load and not the other, or neither will load.

The mod Get Rid of That Underwear incorporates full bounce effects the fenerox, includes males and effects many more species, including some modded ones.

this is a texture replacer and should not cause any crashing. If that mod adds the fenerox as a unique race instead of simply making the vanilla fenerox playable it won't affect them. If this mod conflicts with any other mods then the textures simply won't get replaced.

This mod changes the sprites of the Fenerox, a vanilla race. But they aren't playable in vanilla so I'd recommend getting a mod that lets you play as them
