Ethics and Civics: Bug Branch Version 2.4 "No Fancy Update Name"

Updated to Stellaris 3.8 "Gemini"

Localization Hell:
- A whole lot of civics now have Concepts built into their effect blocks, allowing for a cleaner appearance, but with the abilty to get more information if wanted.

Civic Councilors
- Governmental Civics have their own Councilor slots available if you own the Galactic Paragons DLC. Other civics' councilor slots will be released in waves after the initial update, along with Ethical agendas and Ethical Renowned Paragons (once Bug or I learn how to draw).

Balance Changes:
- All civics that gave Leader Level Cap now give increased Leader EXP Gain
- Authoritarian now gives Enforcer Unity Production instead of Ruler Leader Levels
- Criminal Heritage now gives +1 Cloaking Strength if you have the First Contact DLC
- Evolutionary Architects and Slave Race can no longer be taken with the Eager Explorers or Privatized Exploration civics
- Evangelism no longer gives +150% Diplomatic Weight from Envoys, instead giving 2 Priest jobs to your capital for each envoy in the Galactic Community
- Fanatic Authoritarian now decreases Unity from Factions instead of Energy Credit Income
- Happy Gestalts now start with 100 Consumer Goods (Down from 10000)
- Industrial Mechanization can no longer be taken with the Void Dwellers origin
- Multiparous Connection now gives 3 unity per pop born (down from 10)
- Pluralist Governmental Civic Passive EXP gain reduced by 70%
- Police State now gives an Enforcer Job and increases Unity from enforcers instead of Piracy Suppression and increased Enforcer upkeep
- Spiritual Seekers now gives +50% Psionics Research Speed (Down from +100%)

Misc Changes:
- Civics that give technologies on gamestart no longer give you annoying notifications
- Economics Tech Category removed, techs that used it now belong to the Statecraft category
- Happy Gestalts no longer appear as a subspecies in the species list
- Localization Files for other languages have been updated (sorry for forgetting for like 3 major updates)
- Political Power has been moved back to Living Standards like it is in vanilla (was part of Authorities)
- Rooftop Farmers now gives Angler Jobs when taken with the Anglers civic on wet worlds

Bug Fixes:
- Displacement Purge is now actually choosable
- Empires with the Void Dwellers origin no longer start with 15 pops on each habitat
- Militant Zealots now correctly receives its +25% Influence from Rivalries
- Orbital Ring Energy Buildings now correctly give 2 Generator District capacity

Known Issue:
- Your Ruler will not receive the Highborn Trait when using an Elitist Governmental Civic with a Dictatorial or Imperial authority. This appears to be a vanilla bug, so we have to wait until that gets fixed (pending)

Ethics and Civics: Bug Branch Version 2.3 "One-Track Mind"

Updated to Stellaris 3.7 "Canis Minor"

Ethical Evaluation:
- Evaluators jobs now give additional bonuses based on the Focus Ethic that the empire has:
- Analysis increases the survey speed of Science Ships
- Connection decreases the Housing Usage of pops
- Convalescence increases ship firing rate in Home Territory
- Encroachment increases Naval Capacity
- Logistics increases Planetary Build Speed
- Progression increases Planetary Research Output

Happy Gestalts:
- Happy Machine Intelligences have been re-added
- Maintenance Drones now summon Consumer Goods from thin air (for now)
- Full rework coming soon™

New Hive Mind Civics/Civic Reworks:
- Burrows: Hive Districts now provide an additional Housing and Mining Drone in addition to decreased Orbital Bombardment damage and increased Habitability
- Cognitive Focus: Synapse Drones now give +1 Unity as well as edict fund that scales with their unity production
- Megabiotic Aspirations (New): Hive Mind equivalent to Bureaucratic Engineers, where Synapse Drones give Megastructure Build Capacity and Speed, but increase Megastructure Upkeep
- Multiparous Connection (New): A civic that gives unity whenever a pop is grown, and every time that a pop is grown, there is a 15% chance of that pop being a twin
- Scavengers (New): Hive Mind equivalent to Normal Empire civic

New Machine Intelligence Civics/Civic Reworks:
- Automated Surveillance Network (New): A civic that gives increased Codebreaking and Infiltration level, as well as Unity for having high-level spy networks and for doing operations
- Bunker Bot (New): A civic that increases the power and resiliency of Defense Platforms
- Inquisitive Catalog Index: A rework of the Calculatronic Subprocesses civic that provides Examinatron jobs, increases the chance of discovering technologies in a researcher's special field, gives unity when surveying systems and researching technologies, and Organic Pops are turned into Specimens, which give Research points. This civic cannot be picked with any other Prime Directive civics (Determined Exterminator, Driven Assimilator, or Rogue Servitor)
- Tock Executive (New): Machine Intelligence equivalent to Bureaucratic Engineers, where Coordinators give Megastructure Build Capacity and Output, but increase Megastructure Upkeep

New Megacorp Civic:
- Megastructural Merchandising: A Megacorp equivalent to Bureaucratic Engieners, where Managers give Megastructure Build Capacity, Output, and Speed, but increase Megastructure Upkeep

Balance Changes:
- The Indentured Assets civic now requires Elitist instead of Fanatic Elitist
- The Rockbreakers civic no longer gives 1 Mining Drone job per 15 Pops

Bug Fixes:
- Dense Jungles deposits now correctly gives Xenobiologist jobs when using the appropriate civic
- Machine Intelligences can no longer attempt to be Necrophages
- Personalities now correctly use Additive Weights instead of Multiplicative, meaning that vanilla personalities should appear more often
- Pluralist Governmental empires will no longer receive Negative EXP gain under specific circumstances
- Various origins can no longer be used with certain Civics that they can't be used with in Vanilla
- Various other fixes that I don't remember
