Fixed some of the Early Wilhelmshaven Espionage Missions, May not entirely work at the moment , shouldn't impact later campaigns. Fixed Some Equipment Null Refs caused by VFR and IT Ships

Fixed placement of many ports, however it will take more passes to correct fully
