Removed Decommision Project from Tech Tree to reduce clutter

Added support to Coal Liquefaction Project mod (Switch required Factory building with Coal Liquefier)

-Updated Building text to reflect that it produces CO2

Adds a building to the industrial district that converts coal into oil once chemistry is unlocked.
Also adds a city project to remove the building in case you don't want to reduce or stop converting coal.
