- Rage Sage gives increased army damage, but also drastically increased collateral damage
- Cell Cells anomaly has extra options unlocked by leader traits
- Fallen Empires can awaken as Guardians against a powerful player crisis

Tweaks:
- Most new decisions cost unity instead of influence
- Some events give unity instead of influence
- The Comatos trait can be removed once you finished the Memorex Safety Initiative
- The Pampered trait cam be removed with the Evolutionary Mastery perk

- The Library dig site: the Killer Microorganism option also unlocks the Biophage bombardment stance
- The Library dig site: the research option gives progress on the next xenobiology tech
- Compatibility with Planetary Diversity and New Frontiers when terraforming into a tidally locked world

Tweaks:
- Cargo Pod anomaly is now level 2
- Wormhole Experiment special project more expensive, now costs physics instead of engineering research, now requires a level 3 scientist (was level 2)
- Wormhole Experiment special project only gives the Wormhole Stabilization research option, does not give progress unless you are already have it as a tech option
- Minor crime modifiers can disappear below 10 crime (was 5)
- Retweaked random weights for crisis selection
- Updated Planetary Diversity compatibility
