Removed quickdraw patch since it was still bugged.

- Fixed Quickdraw always applying
- Removed Hail of Bullets from quickdraw
- Restricted Laser Pistol to WotC Laser Pack so the required Tech is always available
- Added missing schematic for mag shorty
