That's the action the "subscribe" button here used to do for you... Though that has reportedly been hit/miss in recent years.
If they take your already "locally published" version, and put the file in the contentpack directory of where their game is actually installed, they bypass this editor / publish step.
On a typical Windows install, it's like
C:\program files\steam\steamapp\[their unique steam ID]\shadowrun hong kong\common\contentpacks
GOG installs is like
C:\gog games\shadowrun hongkong\common\contentpacks\
They could have customized install paths where the game is located, and this was written from memory (so the path may not be perfectly accurate!).
Once the file is in that folder, you should be able to start a new campaign, and select the story from the list... With no additional steps.
If you publish them locally... Users just need to get the file into their install path content packs directory... And then play.

Chapter 2 is under Dragonfall so it is a little different but not by much. Extract it into your dragonfall documents folder. Open your editor and open shadowrun core, seattle, dragonfall extended, deadman switch and berlin. Then go to documents and find coldplay chapter 2 and open it. Same thing go to top left and click publish locally. They will now show up in your games to play.
The reason you have to open all the rest is because you will get a ton of errors when trying to open them if you don't because all mods are built upon those others.
