hey there since m/s could be translated into km/s easily, i took the liberty to go ahead and do that in beforehand, if memory serves me right so does the in-game within terminal, despite the fact that the hud still shows in m/s. To lean a bit more to the realistic side of things as cars are either mph or kph.
try making a blueprint of it without the wheels just for testing, also check the last pictures on this page, it will show you wich blocks conflicts with the wheels when adding them manually, this should fix your issue.
