Oh my bad... I guess you are using vanilla roads? I exclusively use modded roads, the texture is greyish on them (as set by asset editor). Since I never use vanilla roads I actually don't know how dark the texture is on them. Sorry for the confusion.
As noted in the description the oil texture is intended to be used as manicured grass.
To find the problem:
Disable all Mods -> try if saving works (if it works vanilla it's obviously a Mod/Asset) -> enable some Mods -> try if saving works -> repeat until the error occurs.
