No, if you play as the qing empire, and use the china resource mod, it'll rape the map, and make china appear at the very start of the game on the resource state, same for every country, except the actual nations, such as Germany, Nepal, Bhutan

@Necronican The mod changes the recources in their captital region so most of them are unessasery. just use one of the mods that already change the area. e.g the soviet mod will still work if you change it to the russian empire

And you could do some of the nations from Kaiserreich, like the Qing Empire, German Empire/Reich , Russian empire, US, Tibet, etc...
