Now @completeidiot, i will give you the solution: mat_fullbright is a completely useless, the commands for it don't disable it whatsoever because the Source Engine, and so the problem comes into play. Go to you're advanced Video settings, and turn on "High Dynamic Render" (HDR for short) to full. and somehow, it fixes the useless fullbright. HDR also, enables flashlight texture replacement mod, so in a nutshell HDR is the only thing that fixes this issue.
