    Has 2000 Endgame Echo Controls Aetherophasic Perforator Is NOT a subject
  • Benefactor
    Required to unlock this level:
    Has 7200 Endgame Echo Controls Aetherophasic Perforator Has completed the first Defender of the Galaxy Special Project Is NOT a subject
  • Galactic Pillar
    Required to unlock this level:
    Has 21600 Endgame Echo Controls Aetherophasic Perforator Has completed the second Defender of the Galaxy Special Project Is NOT a subject
  • Beacon of Civilization
    Required to unlock this level:
    Has 54000 Endgame Echo Controls Aetherophasic Perforator Has completed the third Defender of the Galaxy Special Project Serves as Galactic Custodian or Galactic Emperor (with Nemesis enabled) Is NOT a subject (with Nemesis disabled)

It's truly a pity, and thank you for sharing this with me. I have very little insight into how the game behaves with incomplete DLCs, and it does seem necessary to specify level requirements in the description.

Hi! Great concept, but impossible to finish if you don't actually have the Nemesis DLC since, without that, you can't become Emperor/Custodian.
