This was definitely not the mod I expected to look for when factions were having issues generating.
The moment i moved the Reel's Insector faction below it, a new mod was giving that error.
So i just loaded it up as high as i could get it and the issue seemingly went away.
Auto-sort unfortunately betrayed me here, and rimsort doesn't seem to have any real community rules in place that try to put this in any particular order, so you roll the dice if it puts this mod in a reasonable spot.
