The mod has been updated; further balkanization is reserved for Mexico, but nothing north of the Rio Grande or south of the Darian should flood with Mexicans now

Dare-I-Say it's almost balanced

in the mod's current state, Mexico is too strong. Although it's kind of funny seeing the AI consistently restore the Mexican Empire late-game, this will be fixed. Expect an update to both the Civ mod and the map mod.

Perhaps I'll merge the two at some point
