Console Particle Spam Fix

This fixes most particle errors that will appear in your console and will keep it generally clean (and potentially improve performance).

The reason it may improve performance is because particle_manifest basically tells the game what particles to precache. The game is already supposed to precache particles by default when they're called, but I suppose it doesn't work as intended and that'll make the spam you see and performance dips (I don't really know, I'm just supposing it).
