Description
Made this because it doesn't rain enough where I live.

Has some other changes too.

Sorry about it raining underwater, I can't really do anything about that :(

The rain looks really bad in multiplayer due to the commands used to configure it being locked behind sv_cheats (why????)
There's not really anything I can do about this without completely redoing the rain w/ a particle system instead, sorry.
