Yes, this is somewhat of an Axeman but for every weapon category

• Attack rate means amount of hits per minute
  
• Only affects weapons with horizontal swing animation `Bat` which includes: Axes, Long Blunts, Long Blades, Short Blunts and Short Blades like Meat Cleaver. Sledghammers or Wood Axes and alike with `Heavy` swing animation are not affected
  
• Yes, you get the boost if you start with a level in Axe skill and no Axeman
  
• Technically Axeman is still slightly better

• Can be added/removed to/from existing saves
  
• Focus of this mod is to somewhat close the gap between Axeman/Spears and other weapons in multiplayer with a huge variety of modded weapons
  
• Should be compatible with any mod

On top of the character you can see the close approximate amount of hits per minute:

1. Vanilla Axeman
   
2. Regular Long Blunt because player doesn't have +1
   
3. Boosted Short Blunt because player have +1

As you can see Axeman attack comes out a bit faster, but apart from that having +1 to skill now somewhat closes the gap.

*In vanilla the spear's swing doesn't have a delay, while missing a hit does, I guess devs put it in the wrong file by accident which lead to spears being crazy fast
