Report a translation problem
The game engine does not support mod compatibility by itself, if two modifications work together - it is a miracle, not a normal state.
Do not use other mods with this extension.
I had trouble finding the location in Steam but I did activate it. The mod would not show up in my original game so I bit the bullet and started from scratch and am presently in the first location. Having to relearn how to play without an overpowered character!

Later, in game menu select mods and enable mods you need.
If all steps was done and you playing not in Developer mode cards should appear in new game(and, maybe, in already started games too, it depends on world state, mods enabled, etc)
