Remove Bugged Expedition Budget

This mod will create a decision that will allow you to remove the expedition budget modifier from your country if it is present.
The decision will only appear in the decisions list if the expedition budget is actually present for your country.
I created this after I noticed the expedition budget modifier was not properly removed after the Tibet expedition event chain completed.
This should also allow other expedition budgets to be removed as well.
Expedition budgets will be removable even if there is an active expedition, but I'd recommend against that as I do not know how it would affect the expedition event chain.
The mod is safe to add to existing games, and is safe to remove once you no longer need it for that save.
