Pretty cool character, only lacking some sauce. Perhaps u can get some inspiration by the Water Breathing tech from Demon Slayer.

Definitely needs some work. Pretty bare bones character. 12 moves, no super, and said moves can only combo into themselves a handful of times, it for sure needs some more work. For what it is now, it's neat, but not really worth downloading at the current moment.
