Altdorf Imperial Palace - More State Troops

This mod adds two new effects to the Imperial Palace landmark at Altdorf which will increase the availability of Elector Count State Troops.

The new bonuses are:

• Elector Count State Troop pool capacity: +1
  
• Elector Count State Troop replenishment time: -20%

Note: This will stack with the replenishment time reduction granted by the landmark at Nuln for the Emperor's Wrath Elector Count State Troop, which might make them too easy to get. I will release an optional mod which removes that, to make the replenishment rate more reasonable.
