Chile: Salvador Allende (Modder Pass IV)

Description
History is ours, and people make history.
-- Salvador Allende (26 June 1908 – 11 September 1973)

Introduces Salvador Allende, President of Chile.

Salvador Allende was a socialist politician who served as the 28th president of Chile from 1970 until his death in 1973. He was the first democratically elected Marxist president in Latin America, advocating for social reforms, nationalization of key industries, and empowerment of the working class, before his presidency and his life were tragically cut short by a military coup in September 11, 1973.

CHILE (SALVADOR ALLENDE)

Trait: El Pueblo Triunfará
  • May implement Economical, Diplomatic and Wildcard Policy Cards that are reachable within 2 unresearched Civics, at a cost of Gold per turn.
  • Improving a tile with a strategic or a bonus resource for the first time will grant Culture equal to 5% of the current Civic cost in progress and a burst of all Great Person Points.
  • Gains access to the Peña Folklórica building at the discovery of Ideology.

Unique Building: Peña Folklórica
  • Unique Chilean replacement for the Broadcast Center when Allende is their leader, unlocked at the discovery of Ideology.
  • Its production may be hurried using Builder Charges.
  • Each Great Work in a city with a Peña Folklórica applies extra loyalty pressure equivalent to 2 population to the surrounding cities. In fully Loyal Cities the effect is doubled.
This Theater Square building, Peña Folklórica, comes with a unique model.

Agenda: Avanzar sin Transar
  • Likes those civilizations that share his government while keeping their citizens loyal to the cause. Dislikes civilizations that follow different governments while forcing their rule with an excess of military units.

Updates to JFD's Chile (will affect all Chilean leaders):
  • When triggering a cultural bomb through the Chilean Unique Trait "As You Possess", certain effects to tile yields (e.g. Lady of the Reeds and Marshes) should be able to update correctly and immediately, without the need to reload from savegame.
  • Cultural bombs will now correctly eliminate unfinished foreign districts and avoid finished districts (the game may crash with incorrect district ownership).
  • Cultural bombs will no longer be able to claim tiles outside of city limits.(*) (You can relax it through this mod. Also, if you have PhantomJ_M's Workable 4th Ring enabled, or if your city has the corresponding district / building from CypRyan's Yaxchilan Workable Outer Rings, then the limit will also be relaxed to the 4th and/or 5th ring.)
  • City name list does not contain duplicate cities anymore.
  • Included four different arrangements of "La Partida" by Victor Jara, as the Chilean Civilization theme.

This mod requires Gathering Storm.

This mod is meant to work with JFD's Chile - You will need to subscribe to both mods to make it work.

Q & A:

Q: What are the costs of undiscovered Policy Cards?
A: It depends on the era of the Policy Card. Each Ancient Policy Card will cost 3 Gold per turn. Every additional era will increase the cost by 6 Gold per turn (i.e. 51 in the Information Era).

Q: Can I use Policy Cards from other Governments (e.g. using Collectivization in Democracy?)
A: Yes - as long as the Policy Card is within 2 undiscovered Civics away, or you have already unlocked it.

Q: How many great person points could I get from improving resource tiles?
A: It depends on the player's current era. 2 in Ancient Era, and each new era increases the bonus by 1.

Q: How much progress will I get when I use workers to hurry up building a Peña Folklórica?
A: 33%.

Q: Wouldn't "5% of the current Civic cost in progress" be exploitable?
A: Yes. You may temporarily swap to the highest-cost Civic available when you improve tiles. Also remember not to leave the Civic queue vacant.

* The old behavior is inconsistent with all other cultural bombs in the base game (Gaul, Poland, world congress, etc.) as none of them can claim outside of city limits. Despite so, it is hard to know whether it was JFD's original intention, and it is understandable that not all players may welcome this tweak. If you consider cultural bombing outer rings a feature of JFD's Chilean Civilization Trait (and not a bug), you are also welcome to subscribe to Salvador Allende: Allow Outer Ring Culture Bombing to cancel this tweak.

Apr 4, 2024: Since many have reported this bug, a major fix is added so that cultural bombs can only claim tiles within city limits.
The old behavior is inconsistent with other cultural bombs (Gaul, Poland, world congress, etc.) within the base game. Of course, it is hard to know what JFD's original intention was, and understandably not all you may welcome this tweak. If you think I am fixing a feature instead of a bug, you can always subscribe to the separate mod Salvador Allende: Allow Outer Ring Culture Bombing to cancel it.
Apologies for any inconvenience.
