[Stellar Engineers] Production with licenses

Description
This mod added new items called Production License and Upgrade License, which is required to build assemblers, refineries, O2/H2 generators, oxygen farms or production modules (normal and two times better than original versions). This items are craftable only on assembler.

This mod is using content from Upgradable O2/H2 Generator.
