Description
Rifling makes melee & anti-cavalry units do full damage to walls.
Akkad gives +5 CS to melee & anti-cavalry units when attacking into districts once Rifling is unlocked.

Promotion trees are reworked entirely. Units can select any promotion at any level up.

Leveling up no longer heals for 50 health, but also no longer ends your turn.
Gran Colombia now gets +25% experience instead of their passive where leveling up no longer ends their turn.

Barbarians can now build naval raiders.
Barbarians no longer start with shipbuilding as a free technology.
Barbarians no longer increase or decrease their spawn rate based on killing/losing units or their camp being attacked.

There is no longer a maximum experience gain per combat.

100% of coastal lowlands will now flood once global warming gets bad enough (up from 45%)
Resources consumed by units no longer produce half the global warming of standard consumption.

Flood Barriers now cost 200, up from 80, and their maintenance is now 3, up from 1, but their cost & maintenance is no longer multiplied by the current flooding level. (It sounds cool, but the fact you don't have to constantly rebuild old flood barriers just means if you rush flood barriers you have a fairly easy time, while it's hell to stop flooding once you fall behind). You can also buy Flood Barriers now.

Co2 from Coal has been reduced to 800, down from 820.
Co2 from Oil has been reduced to 400, down from 490.
Co2 from Uranium has been reduced to 40, down from 48.
The yield from powered buildings is now entirely dependent on being powered.

City States can now spawn next to Natural Wonders.
Player minimum start distance from Natural Wonders has been increased to 5, up from 2.

Players begin losing diplomatic favor immediately upon gaining grievances, as opposed to there being no penalty for the first 200 grievances.

Combat damage is no longer random.

Governors have been significantly reworked. You can select any promotion in any order.
Fisheries & City Parks are unlocked by techs now, and are not tied to any governor effects.

Generals and Admirals no longer have retire bonuses that are immediate (such as free Ironclad), instead they all give a permanent passive upon being retired.

District cost is no longer based on the weird formula of techs + less of that district than on average[civilization.fandom.com] that is both nonsense and hard to understand. It's now just based on the cost increasing every time you make a copy of that district.

Wars now clearly state the grievance modifiers from them. Slight rework to grievances from surprise wars and territorial wars.

Ancient Walls now only increase the CS of the city by +1. Medieval & Renaissance Walls increase the CS of the city by +4.

Trade Routes will now end immediately upon completing the first time the trade route finishes its loop.
Markets no longer have any yield.
The yield from banks and stock markets have been significantly increased.
Trader cost is no longer based on tech progression, it's based on how many traders you've made.

Privateers, Seadogs, and Barbary Corsairs now have to be bought, but their cost has been reduced 20%.

Horses are now visible from the beginning.

Macedonian Hetairoi no longer replace horsemen.

Sabum Kibbittum are now a spearman replacement, not a warrior replacement.

Sumerian War Carts are no longer immune to anti-cavalry bonuses.
Ziggurat has been slightly buffed.

All Heavy Cavalry (except the Rough Rider) have the +1 Movement on Flat terrain effect and have had their movement reduced by 1 to compensate and gotten a slight CS buff

Archers are now classical units. Stats and techs have been adjusted and moved around to compensate.

Warlord's Throne now has the heal on kill effect, and the War Department has the +50% production from capturing a city effect.

Oral Folklore has been added as a Pantheon (+8 Faith in your capital)
Goddess of the Harvest has been added as a Pantheon (+1 Faith per Farm)
The God of Healing Pantheon now gives your Apostles the Chaplain promotion for free.
Cathedrals now store a Relic or Religious Art.
A couple of the religious beliefs have been reworked in general.
Inquisitors are now instantly available. There has been a stat rework of all the religious units.
The World Congress effect that gives players favor for condemning others now makes target religion immune to being condemned.

Monuments no longer give +1 Loyalty, but they just straight up give +2 culture.
Loyalty levels have been reworked to be more gradual. The drop in yields is more immediate, but growth is no longer affected by loyalty as well.

You can now see your civilization start biases in the game menu.
America no longer has a mountains bias since that clearly should just be part of Bull Moose Teddy, and has nothing to do with America in general

Jongs no longer have the +5 CS from being in formation with a unit. They got +2 CS and their production cost has been reduced.

Submarines no longer cost oil, since they were the only naval raider that cost resources.

Siege units (and Hwacha) no longer have the stupid effect where they can't move and fire, unless they have literally any bonus movement speed. Instead their movement has been reduced to 1, and their defensive combat strength has been increased by 7.

Canadian Mounties requires Horses and have been buffed.
Chinese Crouching Tigers require Niter and have been buffed.
Mapuche Malon Raiders requires Horses and have been buffed.
Scythian Horse Archers requires Horses and have been buffed.

Scouts have had their movement reduced by 1, but they get the fast movement through hills, forest, and jungle by default, and can scale cliffs. Higher level scouts have had their defensive combat strengths increased. Spec Ops units no longer have 2 ranger, but have had their CS increased.

Mali now gets their faith bonus from Desert Mountains as well.

The penalty for researching techs and civics ahead of era has been increased to 25%, up from 20%, to make it the inverse of the discount for researching techs and civics behind the era (20%).

Mvemba a Nzinga now gets Cross-Cultural Dialogue for free for any religion he is converted to, since his actual effect does not work, and literally never has.

Anti-Cavalry units no longer get their +10 CS when defending from ranged cavalry.

Embarked units now have a -100% penalty to the support bonus they apply.

Military Alliances no longer give +5 CS at level 1, instead they give Shared Visibility at level 1. The +5 CS is now a level 3 effect.

A bunch of policies are no longer obsoleted by higher level policies that aren't direct improvements.
Diplomatic League now gives Open Borders with all cities instead of the 2 for 1 Envoy effect.

Migration Treaty no longer gives the +/- loyalty effect.

There is now a resolution called "Nationalism" that gives the +/- loyaly effect from Migration Treaty.

Government buildings can now be bought using gold.
